New legislation aimed at regulating artificial intelligence (AI) has been announced by the European Parliament, which seeks to ensure the “human-centric and ethical” development of AI systems.

The draft AI Act, which would be the first of its kind in the world, was voted in favor of by the internal market committee and the civil liberties committee on Thursday.

If approved in the mid-June plenary vote, it will set limits on the use of generative systems such as ChatGPT.

Co-rapporteur Dragos Tudorache has stated that the legislation would allow the EU to take the lead in making AI systems trustworthy, safe, and human-centric.

The draft rules suggest a ban on biometric surveillance, emotion recognition, and predictive policing by AI systems based on profiling or past criminal behavior.

Generative AI systems that make life-like content will be required to tag their creations as such.

Co-rapporteur Brando Benifei claims that the proposed legislation balances fundamental rights protection with legal certainty for businesses and promoting innovation in Europe.

The new legislation would also provide exemptions for researchers and AI components that are provided under open-source licenses to boost AI innovation.

Citizens would have the right to file complaints about AI and receive explanations of decisions related to high-risk AI systems that significantly impact their rights.
